Timothy Parnell is a seasoned defense professional with over 26 years of military service and extensive experience leading complex, mission‑critical initiatives across the United States Special Operations Command enterprise. A Certified Project Director (CPD) and graduate of the U.S. Army Sergeants Major Academy (Top 20%), Timothy has built a career at the intersection of operational planning, irregular warfare, and federal contracting.
He currently serves as a Senior Project Manager with GDIT, where he directs strategic programs in support of USSOCOM and USASOC, driving innovation, risk mitigation, and operational outcomes aligned with national security objectives. Previously, Tim held senior planning roles at USSOCOM’s Joint Task Force, Special Reconnaissance and Enabling Command, where he shaped enterprise‑level strategies and capability development for Flag and General Officers.
Throughout his career, Tim has managed global operations, including leading V Corps Forward in Poland to strengthen deterrence across Europe by directing corps-level operations resulting in enhanced operational capability, and driving mission readiness across the European theater. As a Senior Leader, Tim synchronized SOCOM capabilities in cyber and space domains and advanced counter threat finance initiatives to disrupt illicit networks. His expertise spans irregular warfare, sensitive activities, multinational coordination, and interagency collaboration with organizations such as the CIA, DHS, FBI, Combatant Commands, Theater Special Operations Commands, and NATO Forces.
Tim holds a Bachelor’s in Leadership Workforce Development and is completing his Master of Science in Management at Excelsior College. He is also certified as a Project Officer, Project Professional, Project Master, and Project Director.
